    Nassau County will transfer its authority to install 1,000 video slot machines to Aqueduct Racetrack in Queens.

    ALBANY — Nassau County will transfer its authority to install 1,000 video slot machines to Aqueduct Racetrack in Queens in exchange for annual payments that will total at least $43 million over the first three years, under a provision being tucked into the state budget agreement, lawmakers said late Wednesday.
    The deal would resolve thorny problems for the county, Nassau Off-Track Betting Corp. and Aqueduct.
    The arrangement would solve Nassau’s problem of finding a location for a video slots parlor — which has been met with staunch opposition at more than one proposed site — while guaranteeing the county a revenue stream through OTB. Further, it alleviates Aqueduct’s concern with facing slots competition from nearby Belmont Park, the racetrack where Nassau recently proposed to use for slots.

    Under the proposed terms, Genting New York LLC, which operates the Resorts World casino at Aqueduct, would get the authority to add 1,000 “video lottery terminals” to the 5,400 it already has at the track.
    Resorts World would pay Nassau County Off-Track Betting $9 million in 2016, $9 million in $2017 and $25 million in 2018. Future payments would be $25 million plus an amount adjusted for inflation, officials said. 
    “It’s a fantastic deal,” said Sen. Jack Martins (R-Old Westbury), who helped negotiate the agreement. “It’s a deal that works for all sides. Nassau County gets the benefit of the revenue stream without having the facility in Nassau. … Obviously, no place in Nassau County was willing to take the VLTs, so at some point, we had to realize that and, frankly, this was a great opportunity.”

    The transfer would be included as part of a state budget deal lawmakers are negotiating at the State Capitol. They were trying to finalize it by Thursday.
    “If we have a state budget, this will be in it,” Martins said.
    Nassau County Executive Edward Mangano called it a “good resolution.”
    Opponents of the Belmont casino expressed relief at the deal.
    Assemb. Michaelle Solages (D-Elmont), who sponsored legislation to kill the VLT authority, said the agreement “balances the need for revenue with the need to protect the community.”
    Solages and Assemb. Todd Kaminsky (D-Long Beach), who also opposed slots at Belmont, called the outcome a “win-win.”
    “We stood with the people of Nassau County to tell Albany we didn’t want their casino in Belmont--and our voices were heard loud and clear,” they said in a joint statement. “Not only will the communities around Belmont Park be spared from a wrongheaded plan to put a VLT casino there, Nassau county will gain a substantial revenue stream from one of the most profitable casinos in New York City.”
    Matthew Sexton of Floral Park, who led rallies and circulated petitions to block the casino said the agreement “shows that all parties can work together to find solutions that benefit everyone.”

    Laura Ferone, president of the Floral Park-Bellrose school district said the deal allows Resorts World to remain successful while “preserving the county.”
    A Nassau OTB spokesman said partnering with Genting “ensures a long term and vital revenue stream for Nassau.”
    Floral Park Mayor Thomas Tweedy, a vocal critic, called the agreement “the best possible deal for Nassau County and its residents.”

    Councilwoman Anna M. Kaplan was elected in November 2011. Anna represents the 4th District of the Town of North Hempstead which includes the villages of Roslyn, Roslyn Estates, Munsey Park, North Hills, Great Neck, Great Neck Gardens, Kensington, Kings Point, Thomaston, and the unincorporated areas of Manhasset and Great Neck, including Great Neck Gardens and Allenwood.
    In 2007, Anna was elected trustee of the Great Neck Public Library District and served as both Vice-President of the Board and Chairperson of the Policy and Bylaws Committee. During her term, Anna played a key role in the acquisition and renovation of space for the Library’s new Station Branch which opened in December 2010.

    Recently, Anna served on the Town of North Hempstead Board of Zoning Appeals, where she heard claims by property owners and voted on zoning variances. Anna has also been an active member of the Great Neck Public Schools P.T.A, and currently serves as an Executive Board Member at Great Neck North Middle School. 
    Anna has been honored for her service to the community by the Nassau County Legislature, the Nassau County Comptroller’s Office and the Town of North Hempstead. In 2010, she was officially recognized as a Woman of Distinction by New York State Senator Craig Johnston.

    Anna was born Anna Monahemi in northern Iran and raised in Tehran. When the Islamic Revolution took place in 1979, Anna was sent to the United States at the age of twelve as part of an international effort to help the Jewish children of Iran leave the country. Originally arriving in Crown Heights, Brooklyn, Anna was eventually sent to live with a foster family in Chicago where she attended high school and learned to speak English while waiting for her own family to be able to join her in the United States.

    After she was reunited with her family, Anna moved first to Forest Hills and eventually to Great Neck. She went on to graduate from Stern College for Women at Yeshiva University and then received a J.D. from Benjamin Cardozo School of Law.

    Anna has the honor of being the first Iranian-American to be elected to municipal office in New York State. Following her historic election as Councilwoman, Anna was profiled by Lifetime Networks as part of Lifetime’s “Remarkable Women” campaign.

    Anna is a twenty-one year resident of the Town of North Hempstead. She resides in the Village of Kensington with her husband Darren, and daughters Sarah and Taylor. She is fluent in Farsi, Aramaic and Turkish.

    Worshipers feared for their lives during Easter Mass at St. Pat’s


    Worshipers attending Easter Mass at St. Patrick’s Cathedral got the scare of their lives when a band of unruly protesters disrupted the event.
    “I thought they were going to blow themselves up,” worshiper Carol Forester, 50, confessed.
    A group of six animal rights protesters abruptly leaped up from a pew in the middle of the service and shouted, “Easter is a time for love! No more shedding animal blood!” while holding up signs of animals pleading for their lives.
    About 20 minutes into the Rev. Damian O’Connell’s noon Mass, protester Jacob Martin, 23, rose out of his seat in the center of the church and started to walk down the aisle while shouting into a bullhorn that “only the devil” could create “animals capable of love and joy just so humans can make them suffer and die.”
    Martin, who is a former University of North Carolina student and identifies as a Christian, also had a camera strapped to his chest, which worshippers believed was an explosive.
    Martin was arrested and charged with interrupting a religious service, according to police.

    “I was terrified,” said Cindy Calitri, 52. “I thought it was a bomb. There was something on his chest with lights flashing.”
    Police and security promptly rushed over and hauled Martin out the door while the remaining protesters followed with signs of pigs, chickens and cows that read, “Will You Let Me Live?”
    “Ham is a big thing on Easter, so that’s why we decided to bring those voices to the public,” explained protester Raffaella Ciavatta, 31, who also organized a protest outside Chick-fil-A’s grand opening in New York City last fall.
    Meanwhile, O’Connell recited a prayer for the protesters, saying how “Pope Francis calls us to interact peacefully with those who oppose us.”
    The disturbance came about two hours after Cardinal Timothy Dolan celebrated the 10:15 a.m. Mass there.
