Tom Suozzi Rival Adam Haber Going To Air In First Cable Spot Of Nassau County Exec Contest

Tom Suozzi may want to call it a comeback, but Adam Haber doesn't want him to think it's a cakewalk.
Haber is going up Wednesday with his first TV spot of the Democratic primary for Nassau County executive, portraying himself as the guy who'll get the "hacks" and "cronies" out of government.
In a faint echo of Suozzi's first TV spot of his failed 2006 gubernatorial primary against Eliot Spitzer, Haber, a Roslyn school board member, says he's a "political outsider" who'll give Nassau the "fresh start" it needs to "cut patronage" and "eliminate waste."

Haber's first radio ad of the cycle in his attempt to foil Suozzi, who served as county exec for two terms before spending some time in the private sector, went to air last week.
A spokesman for Suozzi, who's got the backing of the Nassau County Dems, declined to comment on what Team Haber said is a six-figure cable buy. A spokesman for incumbent Republican County Exec Ed Mangano had no such reservations... Read on!
"It's a disgrace that Adam Haber hiked school property taxes by millions of dollars and now expects voters to believe he'll change his reckless pattern," spox Brian Nevin said. ALBANY -- Gov. Andrew M. Cuomo's new gambling expansion proposal focuses on upstate New York and doesn't allow video slot machines at off-track betting parlors on Long Island.
The Democrat's proposal, unveiled Wednesday, would authorize three upstate casinos and give them a five-year exclusivity period before any downstate casinos could be built. The plan also would create new video slot machines facilities in Western New York if the state and the Seneca Nation of Indians can't resolve an ongoing revenue-sharing dispute regarding the tribe's three casinos in the region.
The governor dubbed his plan the "Upstate New York Gaming Economic Development Act," saying his goal is to create "destination resorts" to boost tourism and jobs there. His proposal calls for a minimum $50 million licensing fee for each casino and a minimum of 25 percent of gross revenues. Gambling companies could offer more to enhance their bids.
His proposal cuts out Long Island for now -- putting him in contrast to a plan advanced by Senate Republicans recently.
The GOP plan would authorize five casinos upstate and up to two new OTB facilities on the Island to host video slot machines, also known as “video lottery terminals.” Backers have maintained that Long Island should be able to share in expanded gambling if new casinos are limited, at first, to upstate.
"We will review the governor's bill and expect that it will part of discussions on casino-related legislation between now and the end of session," said Scott Reif, spokesman for Senate co-leader Dean Skelos (R-Rockville Centre).
Sen. Phil Boyle (R-Bay Shore), a backer of video slots, said he's "disappointed but not deterred" by the Island's omission in Cuomo's plan. He said lawmakers would continue to push the GOP as negotiations wind down.
Assembly Speaker Sheldon Silver (D-Manhattan) didn't immediately comment. The office of Nassau County Executive Edward Mangano, who also favors video slots at OTBs, declined comment.
Cuomo and lawmakers have a short window to take up casino legislation. With two weeks to go in legislative session, they are expected to take at least two major actions.
First, the Legislature is expected to vote on a proposed, generically worded constitutional amendment to authorize up to seven non-Indian-run casinos in New York. Even though seven facilities would be authorized, Cuomo wants to initially sanction just three upstate and put a five-year moratorium on downstate casinos. His plan would prohibit a casino in New York City.
Second, lawmakers will vote on "enabling legislation" to designate what upstate regions might host casinos.
New York voters would have to approve the constitutional amendment in a referendum this fall before any casinos could go forward.

Nassau Democratic county executive candidate Adam Haber has launched the first television ad of the campaign -- a 30-second spot that paints the East Hills businessman as a political outsider and envisions an administration free of "hacks and cronies."
The ad will begin airing Wednesday morning on Cablevision and FIOS channels and will run through the end of June. The campaign declined to disclose the cost of the ad buy other than to say it was in the "six figures."
A Roslyn school board member, Haber is competing in a Democratic primary against former County Executive Thomas Suozzi, who so far has not sponsored any ads or mailers. The winner will challenge Republican County Executive Edward Mangano in November.
The TV spot opens with a "glimpse into Nassau's future" with Haber as county executive. "Where's all the hacks and the cronies?" asks a disheveled-looking bureaucrat eating a glazed doughnut.
A female colleague responds: "Adam Haber did away with all the political cronies and started hiring based on merit," causing the man to choke on his treat.
The "hack" then scrolls through the 2014 county budget and asks "What happened to our high salaries and perks? This budget doesn't even pass the buck."
The 2015 budget is the first Haber could propose; Mangano will propose the 2014 budget in September, and the spending plan must pass by the end of 2013.
Haber then appears on screen, promising to hold the line on taxes, cut patronage and eliminate waste while investing in job creation, the environment and schools.
Suozzi's campaign declined to comment on the ad. Mangano spokesman Brian Nevin called Mangano "the only candidate in the race that froze property taxes for three straight years and helped create over 19,000 private sector jobs."

ALBANY — A former state assemblywoman and close ally of Speaker Sheldon Silver has quietly left her cushy job at the state Education Department for an even higher-paying one in state Family Court.
Janele Hyer-Spencer, a motorcycle-riding former beauty queen, left her post as a legislative liaison for the Education Department on Jan. 29.
Hyer-Spencer, a Democrat, was hired in September 2011 — after voters had booted her from her Assembly seat.
As The Post reported last year, Silver — who has sway with the Board of Regents, which oversees the education agency — recommended Hyer-Spencer for he $84,000-a-year position.

THE WAY UP: Critics say ex-Assemblywoman Janele Hyer-Spencer’s rise is tied to her friendship with Sheldon Silver.

In March, Hyer-Spencer quietly took a new job as a “support” magistrate with the New York City Family Court.
She’s now making $99,600 to work on child- support, paternity and other family issues, state payroll records show.
Silver’s childhood friend Jonathan Lippman is chief judge of the New York Court of Appeals and oversees administration of the state courts.
On her LinkedIn page, Hyer-Spencer describes herself as a “self-directed initiator whose career is marked by rapid movement to positions of increasing responsibility.”
But insiders in Albany have been scratching their heads over her elevation from one state government job to another.
The 48-year-old lawyer never worked in the education field before taking the state post. Although most of Hyer-Spencer’s responsibilities involved lobbying Congress, the tall, leggy blonde was based in Albany.
“Many elected officials didn’t care for her. She was known more for her lack of initiative and partying than her legislation,” said one Albany source.
Some politicos speculate that Hyer-Spencer left her job at the Education Department to deflect attention from her connections to Silver — at about the same time a state ethics committee completed its scathing report on ex-Assemblyman Vito Lopez’s sexual harassment of female staffers and Silver’s use of a secret settlement to keep the allegations quiet.
“The word on the street was that too many reporters were asking questions about Janele,” a political source told The Post.
“It’s not by accident that she’s there,” said an Albany insider of Hyer-Spencer’s new court gig. “Going from being a member of the Assembly to the state Education Department to the state Family Court would seem to imply she’s a member of the ‘Shelly Silver witness-protection program.’”
Silver spokesman Michael Whyland insisted that the speaker played no role in helping Hyer-Spencer land a job in the court system.
“Absolutely not,” Whyland said. “It’s a process designed to be free from influence, and decisions are made by a panel.”
Hyer-Spencer was elected to the seat representing the East Shore and Staten Island and parts of Brooklyn in 2006. After losing to GOP Assemblywoman Nicole Malliotakis in 2010, Hyer-Spencer never showed up to thank her supporters on election night.

Long Island's two county executives are doubling down on a plan to build a potentially lucrative video gaming emporium on Long Island.
Friday, Nassau Executive Edward Mangano and Suffolk Executive Steve Bellone made their pitch to Long Island's state legislative delegation for a joint Nassau-Suffolk gaming facility that would house 2,000 high-tech video slot machines, known as video lottery terminals.
County officials have yet to announce a location for the bi-county gaming facility. But a source who attended the private meeting at the Race Palace, an off-track betting site in Plainview, said officials were leaning toward a Suffolk location in the area of Route 110.
The facility is expected to generate $175 million in revenue annually for the state, counties and local schools while Nassau and Suffolk would each get as much as $25 million in annual revenue, the source said.
The New York State Lottery Commission would supply the machines and receive a percentage of the purse.
Suffolk Deputy County Executive Jon Schneider said it's "up for grabs" whether there would be one facility with 2,000 terminals for both counties to split revenue, or individual Nassau and Suffolk sites with 1,000 terminals each.
"There are going to be a lot of intense discussions over the next several weeks, as the [legislative] session winds down," Schneider said.
Nassau spokesman Brian Nevin said Mangano was not available for comment. Nassau and Suffolk OTB officials did not respond to calls for comment.
Mangano and Bellone's plan differs from a proposal introduced last week by Senate Republicans that would green-light one new VLT parlor in Nassau and Suffolk apiece. Officials worry that pushing twin gaming sites through a divided state legislature may be too difficult a lift, the source said.
The bill, sponsored by Sen. John Bonacic (R-Mount Hope), chairman of the racing and wagering committee, called for five casinos, including three in his Catskills district. The plan would also permit casinos in Westchester and Queens beginning in 2018.
Nassau and Suffolk OTBs have sought VLTs for several years, betting that they will prop up their struggling finances and help them compete with "racinos" in Queens and Westchester.
But the proposal faces resistance from state lawmakers who argue that allowing VLTs on Long Island would trigger a flood of requests from OTBs across the state, undermining Gov. Andrew M. Cuomo's plan for three upstate casinos.
Cuomo's office did not respond to a request for comment.
