Israel to Host First-Ever Summit of Arab Diplomats
The gathering comes amid a flurry of diplomacy ahead of an expected deal between the U.S. and Iran to revive the 2015 nuclear deal
TEL AVIV—Israel will host a first-of-its-kind summit of foreign ministers from Arab countries, in a sign of how fast geopolitical alignments are shifting in the Middle East as the region braces for a revived nuclear deal with Iran.
The top diplomats from Bahrain, the United Arab Emirates and Morocco will gather Sunday and Monday with Israeli Foreign Minister Yair Lapid, who spearheaded the meeting, and U.S. Secretary of State Antony Blinken. Bahrain, the U.A.E. and Morocco all normalized relations with Israel in 2020 in a series of deals called the Abraham Accords.
The four top Middle Eastern diplomats have never met together and the two-day schedule is meant to allow the senior officials time to discuss shared challenges, including Iran but also energy, water and food security, according to a person familiar with the matter.
“Operating at this level with these Arab partners on a multilateral basis…nothing like this has happened in Israel before,” said Will Wechsler, director of the Rafik Hariri Center & Middle East Programs at the Washington, D.C.-based think tank Atlantic Council. Mr. Wechsler said the meeting is also a sign from the Biden administration that it is firmly behind the Abraham Accords amid doubt from countries involved.
Sunday’s gathering comes amid a flurry of diplomacy ahead of an expected deal between the U.S. and Iran to revive the 2015 nuclear deal agreement. Israel had muted its criticism of the Iran deal efforts until news emerged that Washington was considering removing the U.S. terrorism designation for Iran’s elite Revolutionary Guards, the country’s powerful security force responsible for military activity around the region.
Earlier this week, a first-ever joint meeting took place in Egypt involving Israeli Prime Minister Naftali Bennett, Egyptian President Abdel Fattah Al Sisi and Abu Dhabi Crown Prince Sheikh Mohammed bin Zayed al Nahyan.
Mr. Bennett told Mr. Sisi and Sheikh Mohammed, the U.A.E.’s de facto ruler, that he envisioned a regional military alliance and shared air defense, according to a person familiar with the talks. Among Mr. Bennett’s ideas is the placement in allied countries of an Israeli laser system that can shoot down projectiles as well as drones.
The leaders also discussed rapprochement with Syrian President Bashar al-Assad after a civil war that left 400,000 dead and almost 12 million people displaced, the person said. The U.A.E. recently hosted Mr. Assad, in a gesture denounced by the U.S.
Separately, on Friday Jordan’s King Abdullah II hosted Mr. Sisi, Iraqi Prime Minister Mustafa al-Kadhimi, Sheikh Mohammed of the U.A.E. and Saudi Minister of State Prince Turki bin Mohammed bin Fahd. Jordan said the aim of the meeting was to “advance ties between Jordan and these countries.”
In a fresh sign of how the region is concerned about Iran, the Tehran-backed Houthis in Yemen claimed an attack on a petroleum-storage facility owned by the Saudi oil giant Aramco in Jeddah on Friday, ahead of a Formula One race in the country, according to Saudis officials with the matter. A Saudi-led coalition said the fire was a result of a hostile operation and added that the fire has been brought under control with no casualties
Mr. Blinken is also slated to visit the West Bank, Algeria and Morocco. While in Rabat, Mr. Blinken is scheduled to meet with Sheikh Mohammed of the U.A.E.
The State Department said Thursday that Mr. Blinken was planning to discuss Iran as well as how to advance the Abraham Accords on his trip. He’ll also discuss preserving the possibility of a two-state solution between Israelis and Palestinians and the impacts of Russia’s war on Ukraine.
