nassau otb owes monry but nyra won't tell

Dear Mr. Leeds:

This note is in further response to your Freedom of Information Law request received September 21, 2016 for: “communications between nyra, its agents and or employees with nassau otb, its agents and employees regarding monies due and or past due to nyra. [and] communications between nyra and nassau otb regarding forgiveness, forbearance, and or promises to pay in the future ,for monies owed nyra by nassau otb.

Please be advised that your request is denied pursuant to Public Officers Law §87(2)(g) because such documents are intra or inter-agency materials that are not: statistical or factual tabulations or data;instructions to staff that affect the public; final agency policy or determinations; or external audits, including but not limited to audits performed by the comptroller and the federal government
