The state Senate and Assembly passed dueling budget proposals on Wednesday, kicking off negotiations about how to spend at least ​$168 billion in taxpayer funds​.
The proposals outline each house’s priorities and provide a starting point for behind-closed-door talks on whose priorities prevail​.
​Neither proposal, nor the governor’s executive budget, released in January, is truly settled until both houses vote to pass a single agreement.
Senate Republicans vowed in their resolution passed on Wednesday to eliminate $1 billion in new taxes and fees proposed by Cuomo.
“Our focus continues to be on making New York more affordable for hardworking taxpayers, creating jobs and more economic opportunities, and enhancing the security and quality of life for our residents,” said Sen. Majority Leader John Flanagan.
Assembly Democrats, once again, proposed increased taxes on millionaires after trotting out several millionaires who said they want to pay more taxes. The Senate’s answer to that was to propose a check box on tax forms for those who’d like to send the state government more of their hard-earned dollars.
The Senate is proposing an independent monitor for New York City’s public housing system, which the governor called “horrendous” this week. All sides are showing support for expedited repairs and faster release of state funding.
The budget is due March 31 because the state’s fiscal year begins on April 1st. This year, lawmakers agreed they will leave in time for Easter and Passover, and they’re aiming for early passage on March 29.
