Assembly Speaker Carl Heastie blamed Brooklyn state Sen. Simcha Felder Friday for holding up an agreement on the new $168 billion state budget.
Without mentioning Felder by name, Heastie said the budget was all-but-wrapped up — except for Felder’s roadblock.
“To be clear, we have worked with the Senate and the Governor and have agreement on 99.9 percent of the budget,” Heastie said in a written statement. “The remaining issue, an education policy with no fiscal impact, concerns regulations for certain non-public schools.”

Democrats started saying on Thursday that Felder’s demand for less stringent standards for yeshivas was holding up the process
“This issue is important,” Heastie said. “It should be worked on in partnership with stakeholders and educational experts at the State Education Department, which we would fully support. The Assembly Majority cares deeply about New York’s schoolchildren. This should be dealt with in a careful and well-thought-out manner.”
Felder acknowledged that his issue was holding things up, but insisted there were other issues as well.
“I’m not Jesus. I’m not Moses. I’m not that powerful,” he said.
But Heastie said that was the only outstanding issue.
“After months of hard work to craft a spending plan for New Yorkers, the state budget is being held up by an unrelated non-budgetary demand in the State Senate,” he said.
Felder’s Orthodox Jewish constituents cheered him on with a #IStandWithSimchahashtag on Twitter.
Felder wields more power than the average lawmaker in Albany because he caucuses with Senate Republicans, who depend on his vote to pass their bills.
