Arthur Walsh state public reading of the arbitration decision won by Nassau OTB against Teamster local 707 holding that Nassau OTB did not have to fill a vacant branch manager decision.
Arthur Walsh testified that nassau OTB lacked funding to fill such vacant devidiond.
Alan Klapman was. Not provided by the union with a copy of the decision and the hearing transcript upon their issuance and production.
The issue in the case was the filling of a vacant position and not any other interaction involving Nassau oTB and Alan Klapman.
Carey Kane ny Christopher Baluzy did not challenge Walsh’s assertion regarding OTB’s fiscal position.
The next three branch manager vacant positions were filled by agreement between oTB and Kevin McCaffrey with notice or a vote by members.
On May 8 2019 Joseph g Cairo and Kevin McCaffrey signed a document resulting in tusselll locadio’s promotion to branch manager over Susan Oddo and Alan Klapman.
And now in 2021 oTB and the union propose a collective bargaining agreement filling vacant branch manager positions.
Would it not have been just to fill vacant branch manager positions based on seniority without the above history?
