  Dear Committee on Open Govermnen:

  This is request for an Advisory Opinion. I have asked Nassau OTB President Joseph Cairo for the public record, the tentative agreement, that Tesmsters Local 707 and Nassau OTB entered into, see below. The legal rights of Nassau OTB employees secured by the NY Taylor  Law etc and right of public access to the record are being violated. The public including Nassau OTB employees and government and regulator officials have a right of public access too.
