Cardinal Andrew Cuomo denies NY Bettors the right to bet and/or work

at the NY OTBs every day in April. He is free to go to church and we must be free to bet and/or work.
How are we going to pay all these taxes if we don't work and/or bet?

NY PML Sec 105 violates the rights of New York Bettors and the Greek Bettors of NY secured by NY Const. Art. 1, Sec. 3. Just call Andrew Cuomo Cardinal since he can't even be bothered to obtain the free Opinion of the Attorney General just like Teamsters Local 707 President Kevin McCaffrey who is also the Deputy Village Mayor of Lindenhurst which contains no bettors? Local 707 represents the employees of Nassau OTB, having swallowed the bankrupt Teamsters Local 858 which represented NYC OTB Managers and Nassau OTB employees.

Dear Fellow New Yorker, Today, Governor Cuomo announced an agreement on the 2012-2013 budget that closes a multi-billion dollar deficit with no new taxes, fees, or gimmicks and limits state spending growth to 2 percent. For the second straight year, we have put New Yorkers first in the budget process by focusing on fiscal responsibility, job creation, government efficiency, and investing in our communities across the state. The cornerstone of this budget is the Governor’s New York Works program. This innovative jobs program includes the launch of the New York Works Task Force, which will oversee $15 billion in investment and accelerate infrastructure projects across the state to create tens of thousands of jobs. The program leverages funding from an array of sources and only spends $743 million in new state money. The New York Works program also includes: • A second round of funding for the Regional Economic Development Councils to implement their long-term plans for economic growth; • The first phase of a multi-year $1 billion economic development package for Buffalo; • A new round of funding for the Governor's NYSUNY 2020 Challenge Grants; • Full funding for the MTA Capital Plan to improve transit in New York City; and • The Energy SuperHighway Initiative to facilitate billions of dollars in private sector investment to ensure access to low-cost energy across the state to support growth. This year’s budget also continues the Governor’s commitment to making government work for the people by maximizing government performance and efficiency. We've allocated $125 million of school aid for performance grants that link funding to academic improvement and school district efficiencies.  The budget also enacts the Governor’s interchangeability provision that will expedite government consolidation and streamline processes, saving taxpayer dollars by maximizing efficiency.   And the budget includes a new measure to allow state agencies to reduce spending by increasing centralized purchasing of certain common goods and services. Following up on last week’s passage of historic pension reform that will save $80 billion for local governments over the next 30 years, this budget provides additional financial relief for counties. By phasing in a state takeover of the growth of Medicaid costs, this budget aims to save counties and New York City an additional $1.2 billion over five years. In addition to getting the state’s economy back on track, the Governor understands that we must invest in our local communities. This budget contains measures to strengthen communities across the state, including supportive services for our most vulnerable New Yorkers, the continued reform of the juvenile justice system to reduce juvenile crime and promote healthy kids and communities, mortgage foreclosure counseling services to help New Yorkers stay in their homes, and funding for community colleges and higher education to provide greater opportunities for our young people.
