1. Is Cecelia B Ratner "competent."
    Cecelia B Ratner is presumed competent until a court determines she is incompetent? Should Cecelia B Ratner be declared incomptent, a guardian other than either of her daughters  Merle Ratner or Susan Ratner may be appointed for Cecelia B Ratner by the court?
     If a court finds Cecelia B Ratner incompetent, then the Power of Attorney that she may have given to Merle Ratner and Susan Ratner will fail?  It is all about the money?
