and Merle and Susan Ratner, the patients of Dr Eugene J Ratner and friends of Cecelia and Eugene J Ratner had spoken with, visited in person and otherwise interacted with Cecelia and Eugene J Ratner on many occasions.  There was a day when Cecelia Ratner accompanied Eugene J Ratner et al to his office and was observed by Eugene J Ratner et al riding up and down in the elevator of 2140 Cruger Avenue without having  the mental capacity to know where she was going, the office of her husband where she had gone countless times over many years

Merle and Susan Ratner and the courts of the State of New York are perpetrating a scam and taking advantage of their mother for their own financial gain.

Cecelia Ratner is not competent as judged by those who knew her nor would she be judged competent by a court of the State of New York.
