Cuomo will best set himself for ridicule and lawsuits by vetoing the law.

NY Legislature Ends Palm Sunday Racing Ban

The New York State legislature has halted a longstanding ban against pari-mutuel wagering and live racing on Palm Sunday, a move industry supporters claim will raise revenue for tracks and the state.
As it rushes to end its 2015 session, the state Senate the week of June 14 gave final approval to lift the prohibition on Palm Sunday racing. The Assembly already had approved the bill the previous week.
The measure now goes to Gov. Andrew Cuomo, who has not signaled his opinion on the matter.
State law still bans racing on Christmas and Easter Sunday. The lifting of the Palm Sunday prohibition was sponsored by Assembly Racing Committee chairman Gary Pretlow, a Westchester County Democrat, and Sen. Michael Ranzenhofer, a Republican from Westchester County.
According to a legislative bill memo in support of the measure, ending the Palm Sunday racing and wagering prohibition "affords the public more recreational opportunities to enjoy the excitement and relaxation of horse racing." The memo did not project a specific fiscal impact on governments that share in betting proceeds, or on tracks and horse owners.
