Most non lawyers know that the otb's public benefit corporations can't close on roman catholic holidays in preference to Greek orthodox holidays.  Is it any wonder that ny can't make money when it's otbs are not open 365 days of the year like the nylottery and the slot machines.

I’ve tried to avoid writing too much about who may replace state Senate majority leader Dean Skelos should he step down after being indicted on federal corruption charges. I wanted to see what Dean’s conference would say both on and off the record over the weekend. I was particularly interested to see if anyone would publicly throw Dean overboard. So far, I’ve yet to see anyone attach their name to anything suggesting that Skelos should follow Sheldon Silver out the door.
I was also hoping that maybe someone would say something stupid and our old friend Simcha Felder (D-Pigeon Czar), also known as the dumbest pol in New York, really came through.
On Sunday, Mr. Felder said he “absolutely” supports Mr. Skelos retaining his leadership position. “We live in the most wonderful country in the world, where you’re presumed innocent unless proven guilty,” Mr. Felder said.
Because Mr. Skelos has governed “by consensus,” Mr. Felder said, he wouldn’t face the same pressure to step down as did former Assembly Speaker Sheldon Silver, who was ousted from his leadership post earlier this year after facing federal corruption charges in another case filed by Manhattan U.S. Attorney Preet Bharara’s office.

But with Mr. Skelos, Mr. Felder said, “his people love him; his members love him.”
So…Dean Skelos governs “by consensus.” This makes the federal corruption charges that Skelos will turn himself in to face this very morning less icky to his conference than the federal corruption charges that sent Sheldon Silver packing. We should note that Skelos and his son are expected to be charged with conspiracy, soliciting bribes and extortion.
It should also be noted that not everyone of Felder’s pals in the GOP conference share his enthusiasm for keeping Skelos on even after he gets arrested this morning.
Other senators disagreed, saying it would be wrong to keep Mr. Skelos as the chamber’s leader if he is charged with a crime, but those who held that view said they were reluctant to say so publicly until they know the precise nature of the charges.
Dean Skelos is indeed innocent until proven otherwise. And, if that’s the argument you want to make as a nominal “Democrat” as to why Skelos should continue to lead the Republican conference, well, good luck with that. I mean, what’s a little bribery and extortion amongst friends, right?
If Simcha Felder and the Republicans want to continue to “love” Dean Skelos as majority leader as he and his son defend themselves against federal corruption charges as we approach elections in a presidential year, I heartily approve.
I applaud you, Simcha Felder.

         when printed to be committed to the Committee on  Racing,  Gaming  and
         Wagering

       AN  ACT  to  amend the racing, pari-mutuel wagering and breeding law, in
         relation to allotting dates for racing or licensing race  meetings  at
         which pari-mutuel betting is permitted on Palm Sunday

         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:

    1    Section 1. Subdivision 1 of section 109  of  the  racing,  pari-mutuel
    2  wagering and breeding law, as added by section 1 of part A of chapter 60
    3  of the laws of 2012, is amended to read as follows:
    4    1.  permit  racing at which pari-mutuel betting is conducted on any or
    5  all dates from the first day of January through the thirty-first day  of
    6  December,  inclusive of Sundays but exclusive of December twenty-fifth[,
    7  Palm Sunday] and Easter Sunday; and
    8    S 2. This act shall take effect immediately.
