Union laborers to handle most work on $4B LaGuardia project
Union hardhats will handle the bulk of the $4 billion reconstruction of LaGuardia Airport’s Terminal B under an agreement that will put as many as 1,200 skilled laborers on the site at peak times, the Daily News has learned.
The deal inked between Skanska USA and the Building and Construction Trades Council covers one of the largest design and rebuild projects ever in New York.
Skanska USA Building president Richard Kennedy said the accord will mean improved communication and efficiency at the busy work site, which has 16 different construction zones and will generate 7 million hours of work.
“It’s an incredibly complex site. There’s so much going on as we try to work around the airport and also be as sensitive as possible about how we’re impacting the communities that live in the area,” said Kennedy. “With an agreement like this in place, we can do things like coordinate staggered start times, and make sure communication across the board is clear and comprehensive. It’s much more efficient.”
It also increases the safety standards across the entire sprawling work site — because all the construction workers will be union-trained in the latest standards and best practices, Kennedy noted.
As part of the deal with the Building and Construction Trades of Greater New York, all the workers will get paid prevailing union wages, said president Gary LaBarbera.
“This is going to provide strong union jobs for years to come for our members — and when this $4 billion project is done, there’s another $4 billion project waiting. So all told, we’re looking at $8 billion worth of work over the next few years,” he said.
LaBarbera also praised Gov. Cuomo for taking the lead in the LaGuardia project and pushing for the labor agreement.
“His leadership on this is invaluable. We support ‘Buy American’ projects, we are patriots, and whatever happens on the federal level, we’re appreciative that New York is leading by example,” La Barbera said.
The agreement also includes provisions to increase participation and training for minority and women-owned businesses.
Skanska leads the design-build aspect of LaGuardia Gateway Partners, the developer, of which Skanska is also an investor and owner.
