zealot, illiterate, non-betting, other? Andrew Cuomo can't

See that State Law Enforcement Union members who bet horses at Nassau OTB or any other OTB do not have their rights secured  by NY Const. Art. 1, Sec. 3 violated by NY PML Sec 105.
Andrew Cuomo thinks he is a rich guy who can't/won't ask the New York State Attorney General for a Free Opinion so that he may see that NY PML Sec 105 is faithfully carried out and the OTBs are open about 365day of the year in 2012 on any day when tracks are running anywhere in the US that bettors want to bet.
Andrew Cuomo would learn from the Attorney General , if he dared ask, that:
1. NY PML Sec 105 does not apply to Nassau OTB
2. NY PML Sec 105 is not constitutionally defensible
3 NY PML Sec 105 violates the rights of New York State Bettors (he need not be one) secured by NY Const. Art. 1, Sec. 3
4 NY PML Sec 105 is vague, indefinite and/or overly broad as the Gregorian and Julian Calendars define different Sundays to be Easter Sunday in 2012

Cuomo Reaches Contract Deal With State Law Enforcement Union

Governor Andrew Cuomo has reached a contract deal with the union that represents state law enforcement officials working in state parks and universities. The 1,000 members of the Police Benevolent Association of New York will get a wage freeze for three years and a 2-percent increase in 2014.
They would also get $1,000 retention bonuses.
The workers have been without a contract since 2005, and their retroactive pay would come in two installments.
Union members still need to ratify the deal.
