If Ed Fountaine read NY Const. Art. 1, Sec. 3 he might learn that "by law"

might be written on paper like Charmin.

I'll bet Ed Fountaine a couple of beers and a fifth of liquor that if Attorney General Eric Schneiderman is asked for an Opinion by an appropriate elected official that we will learn that:

1. NY PML Sec 105 is not constitutionally defensible.

2. NY PML Sec 105 violates the rights of New York Bettors secured by NY Const. Art. 1, Sec. 3. NY PML Sec 105 does not apply to Nassau OTB.

4. NY PML Sec 105 is vague, indefinite and/or overly broad as the term Easter Sunday and Palm Sunday do not define one and only one Sunday. eg The Gregorian and Julian Calendars do not agree.  Ed Fountaine's Greek friends need to educate him?

Tomorrow is Palm Sunday and, by law, there is no horse racing or betting on horse racing in New York State. So if you want to bet pool 3 of the Kentucky Derby future wager, do it today. The casino at Aqueduct, however, will be open.
The New York State Racing and Wagering Board will hold an emergency meeting on Monday, reportedly to adopt a controversial new rule that voids the claim of a horse that dies or is euthanized on the racetrack. The purpose of such a rule would be to deter trainers from dropping unsound horses in class hoping they will be claimed, which then, in turn, would (theoretically) reduce the number of breakdowns.
