New York State is not free to express its religious preference. See NY Const. Art. 1, Sec. 3.
Is it any wonder that the State of New York is functionally bankrupt and its subdivisions and public benefit corporations actually (NYC OTB) or trying to be (Suffolk OTB) bankrupt.
Apparently Andrew Cuomo believes you can buy NY Lottery tickets and play the slot amchines at Aqueduct every day of the year, but that you can't bet horse races being run without the State of New York every day of the year at your nearby OTB.
I commend to Andrew Cuomo's attention the Greek Orthodox Calendar so that he does not continue to create statements such as that below. Go to church whenever you wish Andrew Cuomo, but see that the OTBs are open for New Yorkers who do not share your beliefs. You should be ashamed to disseminate such statements and not see that OTBs are open so the bettors of NY can bet and OTB workers can work if they wish before bankruptcy court strikes them down.

This weekend, New Yorkers throughout our state will join friends and family members for one of the holiest times of the year.
Today, Good Friday marks a time of solemn reflection for New Yorkers of Christian faith before the celebration of Easter Sunday. Let us impart this spirit of renewal into making our state a greater state for all New Yorkers.
Tonight, New Yorkers of Jewish faith celebrate the first Seder of Passover, commemorating the triumph of freedom over slavery and oppression. This message of hope and endurance has lasted through the ages and lives today in the spirit of the people of the Empire State.
As we come together to feast during Holy Week and Passover, I offer my warmest wishes and sincere blessings to New Yorkers at this most special time.
